The Arctic Council Indigenous Peoples' Secretariat has a revised website

The Arctic Council is a forum for the eight countries that have
territory in the Arctic to address environmental protection and
sustainable development issues and challenges faced by arctic
governments and people. Permanent Participants to the Arctic Council
include six international indigenous organizations whose work with the
Council is supported by the Indigenous Peoples' Secretariat.

This website provides information on the Arctic Council and the six
indigenous peoples' organizations covering the Arctic; information on
climate change, human development, monitoring, and persistent toxins;
articles on a wide-range of northern topics; and a quarterly newsletter
that can be downloaded in pdf format.
