Dear IPY Colleague,

The IPY Programme Office has announced that in addition to the upcoming
June 30, 2005 deadline, subsequent rounds of proposal submissions will
be accepted on September 30, 2005 and January 15, 2006. This is designed
to allow more time for people to develop initiatives and build
partnerships, and is surely a relief to many. However, time is moving
fast and IPY is approaching; we still strongly encourage teams that can
to make the June 30 deadline, especially for projects with significant
logistical requirements.

WHAT SHOULD BE SUBMITTED
Expanded, coordinated proposals for IPY activities should be submitted
that state how the proposed efforts will meet IPY goals of excellent
science in an internationally coordinated effort that will attract new
researchers and improve public understanding. All expanded proposals
should describe explicit integration and coordination among related
activities; these proposals should not re-submit materials already
provided. Detailed themes, objectives, and priorities are available on
the IPY website.

When submitting expanded proposals, use the form provided on the IPY
website (http://www.ipy.org). To ensure prompt processing of expanded
proposals, the IPO must receive all materials electronically and in the
specified format.

WHAT DATE SHOULD AN IPY COORDINATED PLANNING GROUP USE
Use the earliest practical date, guided by planning maturity and by
scientific and funding schedules of all group participants.
Well-planned, well-coordinated IPY activities submitted in June can gain
early Joint Committee endorsement. If, for reasons of national funding
urgency, an effort needs prompt Joint Committee evaluation, the group
organising that effort should submit by the June deadline and alert the
IPY IPO to the need for a prompt response.
