Phase-out of dedicated Office of Naval Research (ONR) High Latitude
Dynamics Program

Dear Arctic Info Subscribers,

Effective immediately, ONR has amalgamated its Physical Oceanography,
High Latitude Dynamics, and Ocean Modeling and Prediction Teams into one
large Team, still called Physical Oceanography. All three of these teams
have traditionally focused on physical oceanographic processes,
predictions and applications, so they will now function together to give
more flexibility within the full range of related issues. All previous
commitments for FY04 and beyond funding will be honored. There are set
core funds for the Team, but without any designation as to specific
topics across the full range of ONR-related physical oceanographic
topics. Dr. Theresa Paluskiewicz will be the Team Leader, and the team
members are Drs. Dennis Conlon, Manny Fiadeiro, Scott Harper, Steve
Murray, and Linwood Vincent, with Drs. Jim Price and Lou St. Laurent on
board as IPA's.

MY COMMENTS: I hasten to emphasize the importance of honoring previous
commitments. Investigators who have approved contracts and grants that
extend into FY04 and beyond will received their increments of funding on
schedule (assuming, of course, normal rates of progress). The
investigators who comprise the physical oceanography component of the
NSF/ONR Shelf-Basin Interaction Program are all covered by this
assurance, as are several others. Proposals for new work, however, will
have to compete with the broad range of proposals from the physical
oceanography and ocean modeling communities, and the prospect for major
intiatives in the Arctic will be dimmed for the foreseeable future.

The ONR High Latitude Dynamics Program (formerly, and in fact still, the
Arctic Research Program) has had an illustrious history for more than
three decades, and I am hopeful that some suitable recognition of the
accomplishments of this program can be made public in the near future. I
